This black and white penguin appears in crayon and pencil art for Sega Pico games, in which it looks from the ice at night towards a green hill in which there is a huge (possibly fallen) yellow star. On that hill is also a path to a red apple tree.
It possibly is only a minor mascot, but has appeared in game manuals including those with Sanrio characters.
