Monsieur Non (translated as Mr. No) is a Mr. Men character introduced in 1992 in France as part of the Mr. Men and Little Miss franchise, which is currently owned by THOIP, a subsidiary of Sanrio.
There is a Little Miss character similar in concept, but an agreeable person called Madame Oui.
