A talking cookie (who actually looks more like a gingerbread man) who appeared in Fluffy, Fluffy Cinnamoroll, specifically he was introduced in chapter Café School: Entrance Exam Nerves, which is collated in the volume 5 booklet. There are other cookies who work at the Café School, such as the school's coordinator and the raisins class teacher.
This cookie may be seen as quite rude and demanding, startling or annoying Cinnamoroll and co. In his own opinion, so are they for biting him, even though they were aware he can talk (so may or may not have knew he was sentient). The cookie tests Cinnamoroll and friends for work, but the cookie rather bluntly told Cinnamoroll he failed the entrance exam for Café School. The cookie then on hindsight makes an exception and lets them in.
