The pirates are a group of characters in Hello Kitty Hates Piracy for Japan's Agency for Cultural Affairs.
They are responsible for uploading pirated Hello Kitty movies, TV shows, music, comics, video games (or works in general) and linking to sites that already host them. Hello Kitty hates this. In the videos, she scares them away with a copyright love heart.
They are jokingly depicted like a nautical pirate, rather than a computer/software pirate.
