Time Surfer is a Light-type illusory monster in Sanrio Timenet: Kako Hen and Mirai Hen and #158 in the monster list.
It resembles a yellow star with a red nose, hands and feet riding a yellow/orange surfboard.
Time Surfer also appears in Bouken Jikuu Timenet.
Location
Time Surfer may have only been released through official distribution events, but is available with a cheating device (such as a GameShark with the codes 019E50C5, 019E81C5 and 019E89CC) to change random encounters to Time Surfer.
